The Newburgh Address was delivered on 15 March 1783 in the waning months of the Revolution. In these remarks, Washington addressed disgruntled—and long unpaid—army officers encamped at Newburgh, NY, who threatened open revolt. The speech was Washington’s attempt, ultimately successful, to quell their agitation by appealing to both their honor and their sentiments.
